School bullying in Delhi to attract fines and transfer to another school

School bullying in Delhi to attract fines and transfer to another school

In an attempt to stop bullying in Delhi schools, the government has suggested some strict measures which include withholding of results, imposition of fines, school transfers, suspension and, in rare cases, expulsion of students. A committee regarding the same will be constituted by the Directorate of Education which will be responsible for framing state-level anti-bullying policy along with its implementation in the schools. Special panels will also be formed at the district level and in all government, government-aided and recognized unaided schools to monitor and control activities related to the bullying. According to a DoE circular, the purpose of these interventions is “to have an amiable and teaching-learning conducive environment in school”. Another key takeaway is the anti-bullying helpline. According to the circular, “It must operate confidentially and independently to help students in distress and also report incidents of bullying.” Apart from suggesting punitive action against the students indulge in the behavior of bullying, the committee and panels will suggest actions for sensitization of students, staff and parents, and initiatives to teach life skills, value education, human rights, gender sensitivity, self-esteem etc. It has also been suggested that a complaint/suggestion box be installed in all schools. Director of Education Sanjay Goel said that the committees will be set up within 7-10 days but did not say anything about the anti-bullying line going operational.
